Oil spawning in the forest?

BuildCraft version: 7.99.17
Forge version: 14.23.4.2708

Singleplayer or multiplayer: both
Steps to reproduce: Prevent Oil from spawning randomly around the forest biomes..
Additional information: since ive been playing 1.7.10 buildcraft and shifted to alpha buildcraft 1.12.2, ive seen oil spawning randomly in the forest which is a bit weird.. they usually must spawn either in desert or in ocean.
