To Reproduce
Steps to reproduce the behavior:

1. Go to '...' Config/buildcraft
2. Click on '....'main.cfg
3. Scroll down to '....'Section: WorldGen/Spouts: Subsection B:enable change to false
4. See error - Oil Lakes will still spawn in the overworld above Oil Wells
