Inappropriate falling blocks behavior with BC fluids when placed ot top of them.

When placed right on top of cobw... i mean any BC fluid (even gas - see attachments | it also doesn't matter whether it's source or flow), falling blocks will not fall into the fluid, which seems like undesired behavior.
On the screenshot with oil, the left sand block is placed right on top of the oil, sitting there and not falling down. The right sand block was placed one block higher and is slowly falling into the oil.
Tested in 7.99.15 version.
Forge bug, can be fixed on our end once MinecraftForge/MinecraftForge#4619 is merged.
