Steps to reproduce: Not sure, seems isolated to me. Try placing a quarry?
Additional information: I'm having this glitch on my Thermos server. Not sure whats causing it. I'll post a screen shot of the issue. Sometimes the mining arm appears with the black and yellow frame, and glitches out like hell, other times the quarry sits on full power, not able to build or destroy the blocks it needs to create the frame. I have the plugins GriefPrevention and WorldGuard, but I still get these results when i remove those from my plugins folder.
