Steps to reproduce: Just make the heat exchanger work, it work with all fluid.
Additional information: There is a little problem of texture I think as you can see:

The fluid don't start at the beginning of the heat exchanger.

Hope you will correct this soon :D btw this is not a serious problem.

This problem appear also with the default texture pack of minecraft.

I typically use a 4 or 5 piece heat exchanger setup and it it will usually start on the 2nd and next to last blocks.
