Error loading advancements on startup

BuildCraft version: 7.99.16
Forge version: 14.23.3.2655

Steps to reproduce: Download and setup Forge. Add BuildCraft to the mods folder. Start the server
Additional information: The same set of errors just repeat. These exceptions consume a couple thousand lines in my log file. Also just to note it is always accompanied by:

For everything other than the goggles this is probably due to me not moving the pluggables when they moved from transport to silicon. (Goggles are tracked here: #3865)
