pump is pumping water rather than oil when the oil level drops

I put a pump above a oil spout in the ocean and when the oil level dropped below the ocean level, with spill 1 block below sea level and the main spout still going down, it started sucking up water. this is something we didnt have issues with in 1.7.10.
