BuildCraft quarry mines(griefs) blocks inside players claimed areas with WorldGuard

BuildCraft quarry mines blocks inside players claimed areas, on my server, allowing anyone to grief any private region. I was looking for some info in forums and didn't find anything helpfull for that version. I am not java developer, but when quarry digs, looks like it just ignoring any kind of plugin's break block pervention logic.
asked in https://discord.gg/BuildCraft support room, and was not satisfied with answer, it wasn't helpfull, so i am asking it here.
- Magma version 1.12.2-4c00eba (Server)
- Forge Version 14.23.5.2860 (Server)
- Minecraft 1.12.2 forge optifine (Client)
- Forge Version 14.23.5.2860 (Client)
- BuildCraft buildcraft-all-7.99.24.8.jar downloaded from CurseForge
- WorldGuard worldguard-bukkit-6.2.2.jar
Looking for solution, to prevent this kind of griefing on my server.
