Expected Behavior
Bags and upgrades should respect gamestages.

Actual Behavior
Some items are able to be selected outside of their allowed stage using pick block (i.e. hidden ores, stairs, etc).

Items are also able to be crafted before the stage has been unlocked.

Steps to Reproduce

1. Start sevtech
2. Find village and use pick block button on roof
3. fill bag with planks
4. place stairs (the blocks will show as planks but are actually hidden stair blocks)
5. Extra stairs from craft are in the bag
