Dupe bug when placing waterlogged blocks

Describe the bug
If you select a waterlogged block, it will place the waterlogged block and only use water to place it. This affects the building, exchanging, and copy-paste gadgets.

To Reproduce

  1. Waterlog a block. I used a radioactive waste barrel.
  2. Select it with the building, exchanging or copy-paste gadget.
  3. Have that block and a bucket of water in your inventory.
  4. Place the block.
  5. You have spawned a block out of nowhere and it only costs water!

Expected behavior
The block should be placed as well as the water.
