If you want it to be consistent with what it seems like Mojang intended, Torchflowers should be added to the buzzier_bees:flower_blacklist block tag. It could also work to just make Pitcher Plants able to be duplicated with Bone Meal because currently they are the only two-tall flower in vanilla that cannot be Bone Mealed.
