when i try to launch game it shows that error in fabric loader and then crashes the game

It's cos Minecraft 1.16+ has a new update to launcher where u cannot use Java runtime except the one they bundle with the game, so manually I stalling java 11 won't work

Please remove JavaCheck.jar in your minecraft launcher installation

You have to install java 11 or the latest (16) and then change the path in the launcher; profile; (click on the profile) and then advanced.

there is only development kit

The JDK works with c2me.
