Treat inactive chunks (above 32) in the same way as Bobby chunks

Bad TPS

I think reducing operations with chunks which located far than 32 chunks from player will improve TPS.
Additional context
The game with Bobby or/and Nvidium loaded chunks go smoother than C2ME with high render distance.
