Hoppers stop outputting when their inventory is full.

Expected Behavior
The hopper should output even if its inventory is full.
Actual Behavior
Hopper does not output when full unless a minecart drives by.
Reproduction Steps
- Have hopper facing something that it can normally output to.
- Fill it.
- It stops working until a minecart drives by?
Other Information
Using GDLauncher to play the game with a custom modpack.
Full mod list included as file at bottom. Remove .txt extension for an easier read.

I've noticed this too. I think the reason is that it cannot accept new items. I've seen hoppers only push items when it's inventory changes.
can you test the latest update?, if the issue fixed in the new update please close the issue.
I tested and it seems like my issue has been resolved on Canary 0.1.6. I tried putting in two items pushing from the side on a create belt (that was a problem before) and both items get pushed out. Also tested full inventory, and it worked for me.
