Adapter (both block and panel) lose connection on server restart

I am running Minecraft 1.12, AE rv6-stable7, and capability version 1.1.3. When using both the panel and block version of the adapter, the connection to the ME network is lost when the server gets restarted. It begins working again when broken and replaced
