Capes button in Skin Customization menu renders behind background

Describe the bug
The Capes customization button in the Skin Customization screen renders behind the inworld_menu_list_background.png image introduced in 1.20.5. For reference, this was found using the Fabulously Optimized modpack.

To Reproduce
Steps to reproduce the behavior:
Settings > Skin Customization...

Expected behavior
The button renders on top.

Also happens inside the menu itself - in the player model and screen title ("Cape Settings").
