Applying Recall Enchantment removes ability to create Recovery Capsule

Capsule: Latest version

Steps to Reproduce:

  1. Create a Capsule with contents.
  2. Confirm that you can make multiple Recovery Capsules as needed.
  3. Apply Recall enchantment to Capsule.
  4. Attempt to create Recovery Capsule.

Expected Behavior: After applying Recall Enchantment, we should still be able to make Recovery Capsules.

Actual Behavior: Unable to make Recovery Capsules.
