Collapsible Blocks can't be placed over non-solid blocks

I was trying to use them as a flattened path over water instead of lily pads, but it seems they must have a solid block below them to be placed. Is this intentional?

Yes, but most blocks can also be placed in midair without an issue.

Lily pads I believe are unique in that way. Normal blocks don't place on liquid blocks. The collapsible block will float, so you can create a temporary path underneath and remove it later.
