3.3.7 Can't place blocks?

I'm playing Natural^Energy Natural Capital modpack and in ssp I can place blocks to a carpenter's block to apply the texture, but in the server I'm currently playing, noone can. It can't be applied to ANY carpenter's block, it just places the block I wish to use besides the carpenter's one.
Is this a cfg thing? Any idea how to fix it? The permission is set to false btw.

Even so, it's not supposed to prevent using the mod. But offline-mode servers are a little more difficult to get permissions set up correctly, and switching between offline-mode and online-mode can create entirely new issues.
If possible, I would suggest trying the latest development build and see if you are getting the same results. If you are, I can do some testing and see if I find anything.
I see, we're in offline mode due to bungee. Since we're playng material energy I'll guess that we'll just wait for an update, such a shame tho, your mod opens a whole new world for thoose we enjoy building.

I just tested locally and didn't have any issues altering my own blocks with the latest development build. I will push it to stable, and hopefully it trickles down to mod packs sooner. There is always a remote possibility another mod is interfering, but it's a long shot.
As a heads up, if the pack has FTBUtilities, it does, that's probably your issue. It works in single player because you're considered the owner by default or at least the equivalent of OP. On servers somethings up with how it checks for permissions and it seems to fail and cancel the PlayerInteraction Event. If the player is set to OP on the server, it will work.
I know that @Vaygrim was having issues with this in his modpack as well.
But fbutilities is disabled server side
