When raining, carpenter's torches that are directly below glass blocks behave the same as those that are completely exposed, i.e., they go out. Torches not exposed to the rain should not go out.

My apologies if this has already been addressed in a later build.

The code was changed a bit in the latest dev for 1.6.4, but if I recall correctly the code won't work for glass anyways. I will look into it.
