[Suggestion] dispensersPlaceBoatsOnIce from below and when not full blocks are on ice

Make it so that dispensersPlaceBoatsOnIce can place a boat on ice if the dispenser is below the ice block (facing up).
Also make it so dispensersPlaceBoatsOnIce works if the ice is covered by a button/carpet/etc.
