Describe the bug
If I have the optimizedNeighborUpdater option enabled, redstone stops working.
Repeaters don't update, pistons don't extend or retract, doors won't open or close, even Redstone Dust won't light up.
Disabling the option immediately fixes the problem.

To Reproduce
Steps to reproduce the behavior:

1. Use redstone, flip a lever to extend a piston or power a repeater, it works normally
2. Enable the 'optimizedNeighborUpdater' option
3. Attempt to use redstone again
4. See error

Expected behavior
For redstone to continue working as expected

I don't know, maybe it's a conflict with one of my other mods? It's 99% cosmetics and performance, though.
