Describe the bug
I have reIntroduceInstantBlockUpdates enabled as default but if i reload the world it does not initiate until i turn it off then on again

To Reproduce
Steps to reproduce the behavior:

1. Enable 'reIntroduceInstantBlockUpdates by default in a world with a update suppression setup'
2. Log out of the world
3. Log back in to the world and try to update suppress

Expected behavior
reIntroduceInstantBlockUpdates to work on world start
