Describe the bug
Rule allows floating sugarcane to generate, and zero tick each other with updates, allowing infinite growth of sugarcane

To Reproduce

Place sugarcane with 2-3 height, and break supporting sugar cane.
Sugarcane leaves in air, and you can repeat for other blocks, and when 2 sugarcanes are nearby, they zero tick each other.
