Add the ability to reintroduce Tile Entity Swaps

Motivation
Tile Entity Swaps were patched in recent versions of the game. It was useful as it allowed for simple CCE update suppressors.
Description
I would like a feature where you enable a carpet rule, e.g. /carpet reIntroduceTileEntitySwaps true
. This would allow the player to swap tile entities again, provided they use the correct suppression and swap methods

It's not that easy to patch back the tile entity swap logic. may have a try maybe
