Bug description

1.21.6tick指令carpet化或者覆盖原版tick指令权限似乎不生效。也就是即使启用了这两条规则，生存模式不作弊仍然无法使用/tick,1.21.7同样不行

Steps to reproduce

1.创建一个新的无作弊生存的世界
2.聊天框输入/carpet
3.分别启用/carpet setDefault tickCommandPermission true（其中权限0~4都尝试了一次）
/carpet setDefault tickCommandEnhance true
/carpet setDefault tickCommandCarpetfied true
4.仍然无法使用/tick
