Many mods and data packs have had renewable cobwebs with a crafting recipe, but it would be more interesting to have something else, in my opinion. One possibility is for cave spiders to have a chance to generate cobwebs if they stay in one spot long enough. This would be a very non-op way to do this, as to get cave spiders one would have to find a cave spider spawner in a mineshaft, where there are already cobwebs.
