The app I made uses the config rule 'command_permission' -> 'ops', - yet it does not seem to work at all. De-opped players, and players that have never been opped before can still use the commands. It is possible that I am doing something wrong. Or the fact that there is a mod with the same command prefix, but either way, it don't work.

I've tried setting it to 2, i've reloaded the script, I've unloaded and loaded the script, i've restarted the server. The behaviour does not change, everyone can still use the commands.
