Properly unregister scarpet commands with Loader 0.14+

Introduced in Fabric Loader 0.14, now mods can mix into libraries, like brigadier.
Therefore it should be possible for carpet to just remove scarpet commands from the commands map instead of just hiding them when the app is loaded.
Needs investigation.
