EntityActionPlayerPack does not implement Scarpet events causing /player command bypass things

Most of scarpet events / mixins are related to ServerGamePacketListenerImpl, makes things inconsistent:
player use won't trigger scarpet events
player use will bypass /carpet InteractionUpdates false
player attack won't trigger scarpet events
etc...
player connection is handled with separate connection, is triggered.
