Hi, so, whenever you want to change permission for any command, it will not happen. It will be written to the comfing file of the world, but will not affect anything.

I have verified that game knows that is has been set to true using /carpet commandTick

Try /carpet commandTick 0

commandTick 0 also doesn't work

The /tick command has been added to the vanilla commands in version 1.20.3; if your version is higher than 1.20.3, you may need to enable cheat mode to use the command.
