Right now, shears, regardless for the level of efficiency on them, break vines at the same rate. There is an open bug report on this, but it has been a while and doesn't look like it will get fixed. I think it would be great to have shears work on vines as right now there isn't a real way to actually collect vines in a manner that isn't infinitely tedious.

As you can instant-mine grasses and leaves even with unenchanted shears, I think it's fair that tou can instant-mine vines just as quickly.

But on the other hand, breaking vines with shears normally takes one hell of a long time. Anyways that is not the purpose of this ticket, the purpose is for efficiency to work.

I would say a valid request. Should hoes now work on vines as well? I would suggest that either vines should be treated the same way as other hoe foliage thingy, or shears respect efficiency on other things as well, like cobweb.
