[FEATURE] Add whitelist for blocks that allow riding while the cart has them

Blocks like these would include things like pressure plates, carpets, slabs and buttons.
They could style the cart some more.
There may even be a way to apply multiple blocks in one cart, but only if some calculation is run to determine if they can all fit.
