Mining not Leveling up in multiplayer

Hiya, so the mining skill isn't leveling up at all in multiplayer but works well in singleplayer. I dunno if you guys are gonna fix that, but just letting you all know.

Forge 2517, MC 1.12.2, Cavern_1.12.1-v1.10.2.jar.

Mining in the mining dimensions on a dedicated server gives XP just fine.

Can confirm leveling is not working in multiplayer.
