Who would win? One locked chest:

A Minecraft chest over a hopper. Text over the screen reads "this chest is locked"

Or a hoppy boi:

The GUI of the aforementioned hopper. The first slot is full of sandstone.

In all seriousness, I'm pretty sure this is intended vanilla behaviour? Inventory locks are only really meant for adventure mode, or in tandem with claim systems. They don't defend against hoppers, or even just someone breaking the chest!

I've left a comment on the Spectrum issue, explaining what's going on. I'm afraid I don't think there's much more we can do on our end.
