[1.12.2] Placing 27 Chance Cubes in a 3x3 area won't create a Giant Chance Cube.

Unless I'm missing something... in older versions I was able to make Giant Chance Cubes by placing them in a 3x3 area which requires 27 Chance Cubes... however all that happens is the sound plays and you still have the 27 placed Chance Cubes.
For the configs, I'm using a freshly created one with no custom profiles.
