[Suggestion] Channeling should work in the rain in addition to during thunderstorms.

Feature request description
Allow the Channeling enchantment to work in the rain.
Feature request reason
The mod disables thunderstorms by default which disallows players from using the mechanic as well as obtaining a vanilla advancement.
