Hang when "Joining world..." with server resource pack

Attempting to connect to a server that has a resource pack prevents players from joining the world
Minecraft 1.21.4
Chat Heads 0.13.8 (Fabric)
Fabric Loader 0.16.10
gets stuck here indefinitely:
Enabled -> can't join the server
Prompt -> If you select yes, you'll hang. If you select no, you'll be able to join
Disabled -> can join as normal
Launching the game with Chat Heads disabled or removed lets you join with the resource pack enabled.

The server resource pack appears to be broken.
It's missing its metadata and would not even function (it'd automatically disable itself in vanilla).
Sure I can fix the crash in Chat Heads, but it's not the actual issue here.
