[Bug]: Chipped's Soul Sand doesn't let you plant nether warts on itself.

Bug Description

While you can build a Wither with it and it slows you down, you can't plant nether warts on it. Erm, Nether Delight has a Rich Soul Soil that can be used as example I guess, but the fungus colonies should probably be cut from it..

How to Reproduce?

  1. Place soul sand variant(s)
  2. Try to plant a nether wart
  3. See that is not possible
  4. Repeat with default to reassure that it should be
  5. ???
  6. Profit

Expected Behavior

Plantable nether warts on any type of soul sand.
