The chisel shows up in REI but there is no recipe for it at all. I've tried using the /give command and going into creative to obtain it, but it disappears as soon as I open up any container.

P.S. The chiseled blocks are the best designs I've ever seen anywhere, I would really like to use them in my survival world :)
