All I see is an array using syntax I didn't know was valid that contains numbers that when changed break the block. How does this work?

This is a 1.12.2 Issue, which is not supported.

That said the way it works is a GZip compressed array of blockstate ids.
That is the reason why the block breaks when you move it.
