[BUG] Beach village chests sometimes appear empty

Describe the bug
Chests in beach villages sometimes dont have loot in them (Some chest have loot in them)
To Reproduce
Steps to reproduce the behaviour:
- Go to a beach village
- Open a chest
- You sometimes see an empty chest
Expected behaviour
The chest has normal loot in it

1.18.2
CTOV Version
2.9.4
Add-ons used (Before 1.20)
Probably none tho i am using mods like lootr and farmers delight
Log
Nothing really pops up in the log if youre not using lootr but if you are using it this is the important part of the log [21:13:17] [Server thread/ERROR]: Unable to fill loot chest in ResourceKey[minecraft:dimension / minecraft:overworld] at class_2338{x=-5131, y=66, z=2511} as the loot table 'ctov:chests/village/village_beach_house' couldn't be resolved! Please search the loot table in latest.log to see if there are errors in loading.
[21:13:17] [Render thread/INFO]: [CHAT] The loot table for this container [ctov:chests/village/village_beach_house] resolved to empty and loot could not be generated. Check your latest.log for errors.
Additional context
If you use Lootr an error appears (as shown in the second screenshot)
Remove Lootr as that mod is known to interfere with CTOV loot tables

I did make a test modpack with only CTOV and some of the chests are still empty
