May I enquire which is the accurate permission list?

The permissions in both places are correct. The commands page is referring to the permission for the border commands, and what you see in the plugin.yml are the border bypass permissions.

The full list of permissions is posted on every download site in the project description, however not on the wiki. I have added it. Hope that helps.
