paper 1.21.4 world, /chunky worldborder, /chunky start, then restart server, some chunks arent generated despite running it multiple times and chunky saying they are.

How have you determined that chunks aren't being generated to full? Have you checked using any other tools?

Unless you can provide evidence that the chunks are not generated after using chunky, this is unfortunately not a valid bug report. It sounds more likely that this is an issue with whichever plugin you are using for rendering, or some other issue.
