Build successful while Could not resolve citadel

I've tried to delete .gradle/cache and build for several times, but all ended up like this
BUILD SUCCESSFUL in 1m12s
Could not resolve citadel:citadel:1.6.0
All the codes are from AlexsMobs.
I also tried to change it to the new forge version and citadel 1.6.1, but it doesn't work still.
Same problem happens when adding citadel to dependencies in pure original forge-1.16.5-36.0.42-mdk.
I know it might not help, but I will post the build logs.
