It crashes in the launcher and does not give me a crash report, it just says "Exit Code: 0". 1.7.0 also does this, but I'm not sure about the other versions. I'm using alexmobs, cullparticles, fpsplus, jei, optifine, and wawla in this modpack as well, but the launcher only crashes when I add in citadel. I tried adding in the 1.6.1 version and that did not crash the game, but I can't use it with alexsmobs because alexsmobs needs a 1.7.0 or higher version. And neither of those are working.

OKAY SO: UPDATE. The other versions work fine with cullparticles but for some reason the 1.7.0 and up versions crash when it is in the modpack. It took some trial and error but I just removed cullparticles and that seemed to work okay.
