Citadel somehow generating a diamond blocks biomes. Not sure if Citadel doing it alone,but without Citadel this biomes never generating. Version 1.18.1. Maybe the problem is in beta version of Forge. Vanilla minecraft,Citadel is the only file in mods folder. No texturepacks or shaders
