Joining Vanilla Server's causes skin layers to disappear

If joining a non modded server your skin layers disappear. Removing Citadel and rejoining fixes the issue.

Similar thing here. When I join a vanilla hub / lobby my skin looks like this. I've narrowed it down to Citadel and everything is fine once it is disabled.
