I have tried adding the mod to my build.gradle in a fabric mod like this:

modApi("me.shedaniel.cloth:cloth-config-fabric:5.0.83") {
    exclude(group: "net.fabricmc.fabric-api")
}

and I keep getting the error:

Could not find me.shedaniel.cloth:cloth-config-fabric:5.0.83

Because you requested v5.0.83 and the latest one is v5.0.38 I suppose.

did you declare my repo?

Yep. Just like this:

 maven { url "https://maven.shedaniel.me/" }

if it helps at all here is my entire build.gradle:

plugins {
	id 'fabric-loom' version '0.9-SNAPSHOT'
	id 'maven-publish'
}

sourceCompatibility = JavaVersion.VERSION_16
targetCompatibility = JavaVersion.VERSION_16

archivesBaseName = project.archives_base_name
version = project.mod_version
group = project.maven_group

repositories {
	// Add repositories to retrieve artifacts from in here.
	// You should only use this when depending on other mods because
	// Loom adds the essential maven repositories to download Minecraft and libraries from automatically.
	// See https://docs.gradle.org/current/userguide/declaring_repositories.html
	// for more information about repositories.
