Mod Menu allows you to see the library mods too. If you enable it cloth config has a config entry. if you open that config entry minecraft just saves and crashes

this means it has a config

I just noticed that this is only the case if opened from the start menue right away after start.
like just after game launch you go into mods and then cloth config
